The PRAGUE Open Education Training-and-Consulting Center of the IAPM
The Open Education Training-and-Consulting Center of the IAPM in Prague was created in 2003 on the basis of the Open European Academy of Economics and Politics, whose objectives in the Czech Republic are as follows:
- instruction of Russian-speaking youth in the territory of the Czech Republic under syllabi of CIS educational establishments;
- introduction of “sandwich syllabi” enabling the students to pass out 1 or 2 training semesters abroad (a joint syllabus of the Open European Academy of Economics and Politics and the Institute of International and Public Relations in Prague);
- job placement of the external students in the Czech republic;
- provision of the students with practical work and internship bases;
- development of distance learning in the Czech Republic and Europe;
- creation of a distance training program for residents of the Czech Republic using latest distance learning systems and their introduction in the European market;
- encouragement of students’ and academic mobility.
The start of development of this concept was stimulated by a blistering pace of distance learning, the process of the European Community’s expansion, boundary merging, an increase in the number of youth from the CIS countries in the Czech Republic, as well as the active reforms in the educational system.
The IAPM’s Open Education Training-and-Consulting Center in Prague has a high creative potential of skilled and promising staffers.
The teaching staff includes 6% of doctors of science, 40% of candidates of science, 6% of professors, and 14% of assistant professors.
Qualitative selection of the teaching team, untenured teachers subject to their compulsory annual professional development, individual communication with the students, as well as regular lectures by experts in various demesnes of knowledge, debating clubs, participation in election campaigns, important international events constitute a serious advantage in the market of educational services in the Czech Republic.

The LODZ Open Education Training-and-Consulting Center of the IAPM
The Lodz OETCC of the IAPM was set up on the basis of the European Academy of Integration Psychology (EAIP) in Lodz – the organizer and tutor of seven schools in large cities of Poland – Lodz, Warsaw, Poznan, Tychy, Gdansk, Szczecin, and Wroclaw proving higher education to students under the lines “Psychology” and “Sociology.”
Teachers of the following higher education establishments ensure the educational process: Institute of Economics and Culture in Moscow, Higher School of Psychology of the Russian Academy of Sciences in Moscow, Interregional Academy of Personnel Management in Kyiv. Polish students have an opportunity to acquire education at a prestigious higher education establishment without leaving their country.
The EAIP cooperates on a regular basis with the Polish Association of Psychologists and Psychotherapists, which unites independent practicing psychologists and involves them in examinations and tests at the Lodz OETCC of the IAPM, as well as assists the young graduated psychologists in job placement. Along with the Association, the Lodz Center of the IAPM organizes All-Polish scientific conferences, in which students may participate free of charge becoming acquainted with new topics and research attainments in the field of psychology.
The European Academy of Integration Psychology publishes the quarterly journal “Forum Psychologiczne” containing information on the most towering achievements of modern psychology, as well as material on opportunities to acquire higher education at the IAPM.
The journal issued by the EAIP is a tool for defense of the interests of our graduates, as well as to fight monopolists trying to restrict for young people access to profession.

The KAMCHATKAN Open Education Training-and-Consulting Center of the IAPM
The Kamchatkan OETCC of the IAPM is one of the first foreign educational units of the IAPM established in 2000 in one of the oldest cities of the Far East – Petropavlovsk-Kamchatski.
The Kamchatkan OETCC of the IAPM functions on the basis of the Kamchatkan College of Economics and Law.
Taking into consideration the specifics of the economy and social structure of population of the Fear Eastern region and the Kamchatkan Peninsula, as well as the fact of preponderance among the students of sailors, volcanologists, geologists, fishermen and servicemen, the Kamchatkan OETCC of the IAPM pays special attention to organization of training of the students, who need a second education in the following specialties, which are now in demand: “Management of organizations,” “Management of labor resources,” “Finances,” “Accounting and auditing,” “Experimental psychology.”
In the Kamchatkan OETCC of the IAPM, the students study at the educational-and-skill levels of bachelor, specialist, and master. Upon completion of their training, the students are issued State credentials of Ukraine and diplomas executed in conformity with international legal standards. On the same basis and in parallel with the IAPM’s OETCC, one more educational of the IAPM functions – the Kamchatkan Special Department created in association with the Moscow State Industrial University (MSIU). The students of the above university may simultaneously be students of this department.
The students are instructed by highly skilled teachers from branches of Russian higher education establishments situated in Petropavlovsk-Kamchatski, including the faculty of the MSIU ensuring high-quality training of the future specialists.

URAL-SIBERIAN Representative Office of the IAPM
The Ural-Siberian IAPM’s Representative Office was established in 2003 in the famous northern city of oil and gas industries workers Noviy Urengoy situated on the Yamal Peninsula. The Ukrainian Cultural-and-Business Center (UCBC) “Noviy Urengoy” serves as a backup organization for this educational unit of the IAPM.
The branch management directs its primary activity at involving in acquisition of higher education natives of Ukraine living and working in the north. They are, for the most part, young people intending to return to Ukraine later. Upon completion of their studies, the graduates get State credentials of Ukraine, as well as credentials executed in conformity with international legal rules. Profound knowledge acquired at the Ural-Siberian Representative Office will serve as an excellent support for job search in further life and making their careers.

The BALTIC Representative Office of the IAPM
The Baltic Representative Office of the IAPM was established in 2002 in the city of Riga on the basis of the civic association “Union of Ukrainians of Latvia” and is now engaged in organizing instruction of those Latvian inhabitants, who plan to move to Ukraine for permanent residence.
The activities of the Representative Office are aimed at opening new opportunities in the field of higher education for residents of Latvia, namely:
- ensuring continual education for the graduates of the schools of the Ukrainian diaspora in Latvia;
- acquisition of higher education by individuals engaged in various spheres of developing cooperation of Latvia and Ukraine;
- affording an opportunity to receive higher education in the specialties that are not offered by the Latvian higher education establishments.
The Baltic Representative Office of the IAPM is concerned with:

The MINSK Open Education Training-and-Consulting Center of the IAPM
The Open Education Training-and-Consulting Center of the IAPM was created in 2001 on the basis of an educational establishment well-known and prestigious in Belarus’ – the Institute of Parliamentarism and Entrepreneurship. This Institute, headed by corresponding member of the International Personnel Academy, Chairman of the Board of Chancellors of the Institutes of alternative ownership forms O.V. Morozov, collaborates with such established educational institutions as Saint-Petersburg State University (Russia), Goethe Institute and Griger Malison Institute (Germany), Institute of Oriental Studies (Poland), British Open University and Michigan State Public University (USA).
Thanks to such contacts, the students of the IAPM’s Center in Minsk have an opportunity to participate in the educational process ensured by 5 chairs, where over 110 specialists give lectures, among which 11 professors and doctors of science, 55 assistant professors, and candidates of science. The MOLDOVAN Open Education Training-and-Consulting Center of the IAPM
The Moldovan Open Education Training-and-Consulting Center of the IAPM was established in 1999 on the basis of the college “International Business School” in the city of Kishinev (republic of Moldova).
The Moldovan OETCC gives the students of the International Business School a platform to pursue advanced studies at the educational-and-skill levels of “bachelor,” “specialist,” and “master” having chosen a specialty in the following lines – “Management,” “Economics and entrepreneurship,” “Psychology,” “Sociology,” “Political science,” “Philology,” and “Law.”
Furthermore, graduates of the high schools, vocational schools and technical secondary colleges of the Republic of Moldova aspiring to acquire higher education; graduates of higher education establishments wishing to receive a second higher education in a prestigious educational establishment are invited to become students of the Moldovan OETCC of the IAPM at the educational-and-skill levels of “bachelor,” “specialist,” and “master” depending on their principal education.

THE TIRASPOL BRANCH OF THE IAPM
The Tiraspol branch in the Near-Dniester Moldavian Republic (NDMR) is one of the leading foreign units of the IAPM established in 2000. It functions on the basis of the Tiraspol College of Business and Service. The educational process at the branch is ensured by 87 lecturers, 60% of who hold academic degrees and ranks, among them lecturers and instructors of the Near-Dniester and Odessa State universities, Slavonic and Technical universities of the city of Kishinev, scholars of the Academy of Sciences of the Republic of Moldova. These are doctors of science, professors V.M. Chuguyenko, V.I. Protsenko, L.G. Senokosova, A.Z. Khariton, V.V. Protsenko, V.P. Valeiko, V.P. Ignatiev, V.M. Direktorenko, S.I. The BULGARIAN Open Education Training-and-Consulting Center of the IAPM
The Bulgarian Open Education Training-and-Consulting Center of the IAPM was set up in the early 2003/2004 academic year in Pernik located 20 kilometers to the south-west of Sofia, the capital of Bulgaria.
The need for modern specialists, improvement of the educational level of personnel, availability of a highly skilled teaching staff matured in the process of development of the current project of establishing the East European University “Yoan Exarch” in Sofia – all this predetermined the decision to found a Correspondence (Distance) Learning Center of the IAPM in Pernik.
The mission of creating such a center relies on the governing principles of organization of a European educational space. It includes several specific lines: the factor of creating values in society and business; internationalization of instruction through adaptation and use of international standards in the educational process; training of students competitive in the capacity of experts in the national and international labor markets; encouragement of the process of implementation of market reforms and economic development of the region.
The training process at the Bulgarian OETCC of the IAPM is ensured by the advisors -- highly skilled Bulgarian instructors, who are leading experts in their respective areas. The students have at their disposal computer rooms of the Center, a large library of scientific literature in Bulgarian and state-of-the-art communication technologies indispensable in case of individual learning.

The ARMENIAN Open Education Training-and-Consulting Center of the IAPM
The Armenian Open Education Training-and-Consulting Center of the IAPM was set up in 2004 due to the efforts of the IAPM’s International Department and the Yerevan Education Management and Development University. Originally, it was meant that they would cooperate in the area of the methodology of higher education and science; they assigned themselves a mission to disseminate the Academy’s instruction methods in Armenia. Shortly after, however, the Yerevan Education Management and Development University suggested joint instruction of students in such specialties as management, economics and entrepreneurship, teaching education (pedagogy and psychology, teaching of foreign languages), jurisprudence, physical training and sports, tourism. An idea was formulated to establish a special Open Education Training-and-Consulting Center of the IAPM that would regulate the relations not only between the Academy and the Education Management and Development University but also with other higher education establishments of Armenia and of neighboring States.
Dissemination of the idea of free education among population of the region required months of patient work. Initially, the Armenian OETCC taught only fifteen people; nevertheless, already one year later their number dramatically increased having achieved forty-two. At present time, the IAPM is giving instruction to more than fifty students from Armenia, Georgia and the Islamic Republic of Iran. The Armenian TCC employs experienced lecturers and instructors, doctors and candidates of science. Many of them know several languages, which enables them to train students not only from countries of the former USSR but also from Near-Eastern countries. It is planned to strengthen the Center in the near future by means of attracting students from Turkey and countries of the Arab world.

The AZERBAIJAN Open education Training-and-Consulting Center of the IAPM
The Azerbaijan Open Education Training-and-Consulting Center of the IAPM was created in Baku on the basis of the “Tafakkur” University in 2001.
The main task of the IAPM’s Training-and-Consulting Center consists in training highly skilled for the national economy of Azerbaijan. Moreover, effective cooperation with the “Tafakkur” enables students and teachers of Azerbaijan and Ukraine to exchange their knowledge, experience, and attainments.
The students of the Azerbaijan OETCC study under the syllabi that include the best achievements of the Higher School of both countries. The “Tafakkur” University has an excellent resource base. They have at their disposal well-appointed laboratories, a computer room, language laboratories equipped, and a library with a reading room, a students’ dining hall. The “Tafakkur” has its own printing-house, a publishing center allowing to immediately acquaint the students and public with research work carried out at the University.

The RUSTAVI Open Education Training-and-Consulting Center of the IAPM
The Rustavi Open Education Training-and-Consulting Center of the IAPM was established under the auspices of the Georgian International Academy in 2008.
The Center’s objective consists in organizing self-education of individual citizens based on the distance form of training bachelors, specialists, and masters in such majors as “Law,” “Management,” and “Financing and Crediting.”
The Rustavi Center carries out an information-advertising campaign aimed at enrolling students, renders educational, advisory and practical assistance related to personnel recruitment, training and rational use. With that end in view, it combines efforts of scholars and experts in the above specialties in accordance with the curricula and syllabi developed by the IAPM.
The Center acquires its own library stock, performs activities relating to certification of documents of education, academic degrees, and ranks, processes documents to be submitted to and scrutinized by the IAPM.
The IAPM, upon recommendations of the Rustavi Center, admits individuals wishing to continue their instruction and, in its turn, sends students to pursue their studies in that Center.
The IAPM and the Rustavi Open Education Training-and-Consulting Center also cooperate in furnishing other kinds of cultural and educational services.

The BALKAN Open Education Center of the IAPM
The Balkan Open Education center of the IAPM (BOEC) was set up under the auspices of the International Academy of Human Sciences (Sofia) in 2007. The Center gives an opportunity to acquire higher education at the IAPM according to the educational and qualifying levels of “bachelor” and “master” to citizens of Bulgaria and the entire Balkan region.
One of the main objectives of the Center lies in organizing self-education, raising the educational level and acquisition of a second higher education under the following specialties: “Science of Law,” “Management of organizations,” “Accounting and auditing,” and “Management of foreign economic activity.”
The Balkan Open Education Center has at its head Academician, Doctor of Law, Professor I.V. Iliev. The Center maintains effective international cooperation in the areas of scholarship and education with a number of counties: Ukraine, Germany, Russia, Poland, Serbia, Montenegro, Macedonia and others.
Training is performed by highly skilled instructors, professors, and doctors of science with a many-years’ experience in teaching at higher education establishments of Bulgaria and abroad. In particular, Center’s professor P.I. Naidenova has a 40-years experience of instruction at higher education establishments of Europe, Africa, and Bulgaria, being fluent, inter alia, in several European languages. Prof. G.F. Tsenov has published books on psychology based on curricula of the Interregional Academy of Personnel Management. The Center’s instructors give consultations using modern methods and techniques, teaching aids, as well as suggesting to the students the very late scientific literature. The Balkan Center has a library stock that is always at students’ disposal.
The concerted efforts of the highly competent instructors and students’ motivation yield stable positive results – the Balkan Open Education Center’s graduates are awarded State-standard credentials, as well as diplomas executed in conformity with internationally recognized rules the Lisbon Convention as of 1997, ratified by the law passed by the Bulgarian People’s Assembly on March 15, 2000; an agreement between Bulgaria and Ukraine signed on June 27, 2001; the agreement on legal assistance between Bulgaria and Ukraine ratified by the law enacted on November 04, 2004 entered in force from December 29, 2005 – its Article 17.
